We have fifteen (15) Precincts in House District 66A:
Three (3) Roseville Precinct 8,9 and 10
Two (2) Falcon Heights Precinct 1 and 2
One (1) Lauderdale Precinct 1
Nine (9) Saint Paul (Ward 4 = Precinct 1,2,3,8,9,10,11 and 13) (Ward 5 = Precinct 10)
Ward, which is a local authority area, typically used for electoral purposes.

Precincts and Precinct Officers
The precinct is the most important level of the Republican Party. It is at this level -- at what is known as the “grass roots” -- that campaigns are won and lost. It is at this level that we can generate the energy and enthusiasm needed to spread our message to our neighbors and friends and build support for our candidates and our party.
The (Precincts) exist to gain votes for our candidates.
Basic Political Operating Unit (BPOU) House District 66A exists to help the 15 Precincts.
Congressional District (CD 4) exists to help 66A and the other BPOUs in its district.
Republican Party of Minnesota (RPM) exists to support all these constituencies.
State Central Committee (SCC) is the governing body of the Minnesota RPM between state conventions.
Republican National Committee (RNC) is a U.S Political committee that leads the Republican Party of the United States.

Precinct Organization
We have fifteen (15) precincts in 66A:
Roseville Precincts 8,9 and 10
Falcon Heights Precincts 1 and 2
Lauderdale Precinct 1
Saint Paul (Ward 4 Precinct 1,2,3,8,9,10,11 and 13) (Ward 5 Precinct 10)
All statistics that we can gather to help us plan for our candidates can be divided up into these precincts. We can track things such as: number of registered voters, voter turnout, votes for our candidate’s vs others over time and how that has changed from election to election, voter tendencies, etc.
The Precinct Officers are not alone! For every “job” that a Precinct Officer must do, the Officers and committees of 66A stand ready to help. Ideally, we will have standing committees, headed by a Vice Chair, for each important area:
- Budget Committee
- Finance & Fundraising Committee
- Voter ID & List Development Committee
- Candidate & Campaign Committee
- Constitution and Bylaws Committee
- Communications Committee
Ad Hoc Committee –may be created with approvals
Precinct Officers (Elected at the Precinct Caucus 2-year term)
We need to have a “presence” within each precinct, spearheaded by Precinct Officers, with the help from 66A.
Attend 66A Executive and Full Committee meetings
Each Precinct Officer is part of the 66A Full Committee. Voting members shall consist of:
a. BPOU Officers
b. Precinct Chairs
c. HD66A state representative and SD66 state senator, if Republican
d. Any Republican state constitutional officer residing in HD66A
Precinct Chairs are also part of the 66A Executive Committee. Voting members shall consist of:
a. BPOU Officers
Precinct Officers should make as many of our 66A meetings as possible, as this is where we can decide as a group to support and fund various precinct-based activities, and so on. This is also where the Precinct Officers can get direct support from our various 66A Vice Chairs and committees:

With our 66A Vice Chair - Precinct Coordination & Outreach, the Precinct Officers as a team should meet regularly to share experiences and opportunities for party growth. This is also where strategies can be discussed for events, etc., and then brought to the 66A Exec./ Full Committees for approval and funding.
Organize precinct events.
Events can be picnics, outings, potlucks, etc., open to all within the precinct to come and learn about our platform and our candidates, and to raise funds. 66A will be setting a budget to help each Officer plan and pay for events. 66A Officers will be active and physically helpful in precinct planning and coordination. Also, 66A Officers will help coordinate when an event or a plan should involve multiple precincts.
Represent the GOP and our candidates at functions.
These would include things such as church socials, club meetings, fairs, holiday events, etc.
Communicate activity among residents of the precinct.
This is the best way to build grass roots support for our views and our candidates. This should include “touch base” calls to all the Caucus attendees, as well as extending invitations to them to events and functions. It may be something as simple as encouraging the caucus attendees to stay involved and voice their opinions to be shared throughout 66A and on to CD4 and the state party.
Lead the precinct caucuses every two years.
The Precinct Officers, with help from 66A, are primarily responsible for managing the caucus activity within the caucus room assigned for each precinct. These are the caucuses at which new Precinct Officers and Delegates/Alternates to our 66A convention are elected. The precinct Officers will coordinate these elections, call for and track resolutions from attendees, etc.
Fill any “holes” in precinct positions.
Work with 66A officers to replace resigned officer positions, or to rebuild a full slate of Delegates and Alternates to the numbers elected at our caucuses. Typically done in February.
Help get candidate volunteers from within each precinct.
Working with new members who begin coming to meetings and with the previous caucus attendees, this will mean coordinating with our candidates (and their campaign managers) to get folks to help with literature drops, door knocking, lawn sign dropping and pick up, etc. Again, each 66A Officer will actively help in these activities and the intent is to organize it by precinct to build the base and spread out the effort.
Help with Voter ID.
Precinct Officers and active members should be doing voter identification continuously. Information regarding how a resident of the precinct is likely to vote, what his or her key issues are, and so on, should be noted and passed on to our Vice Chair – Database & List Development so that we can build targeted lists for our candidates to focus their energy and money.
As we strengthen our precincts, please keep these goals in mind as we work to choose any new Precinct Officers and renew our own commitment to getting Republican representation at the state and local levels in the next elections!
